A Guide to Motus: FMCSA's New Registration System
Learn what you can do to prepare for one of the biggest online updates in trucking.
The Federal Motor Carrier Safety Administration (FMCSA) is transitioning to a streamlined platform called Motus. Built as a response to identity theft and trucking fraud, the new system acts as a single online resource for all registration needs.
To help familiarize you with the new system, we will be breaking down the new features and updates in Motus. Carriers, brokers, and other parties in the trucking industry must learn to use Motus and we’re here to help.
Crucial Updates
Before getting started, here are some of the basic changes you will experience:
• A Single System for FMCSA Needs: Navigating the different registration systems like URS, the Licensing and Insurance, and the old FMCSA portal meant keeping track of your information on different platforms to meet the needs of your one company. With Motus, you will be able to accomplish those things without having to log in to different sites.
• No USDOT PIN: The USDOT PIN will no longer be used. Instead, you will be able to manage your information through Login.gov. Sky Transport Solutions can help you with your Login.gov account.
• Real-Time Data Validation: One of the biggest modern updates is Motus’ ability to flag inaccurate or incomplete information in real-time. You will no longer have to worry about rejected paperwork or delays because of an easily fixed typo.
• A Phased Rollout: The FMCSA is using a phased approach to ensure the system works smoothly. Phase 1 happened quietly in December 2025 with limited effects on carriers. We are currently in Phase 2, with the upcoming public launch, opening the system to every active motor carrier. However, with this phase, there may be disruptions in services until Motus is fully operational.
Where You Stand Right Now
The legacy FMCSA systems went offline on May 14, 2026, to enable a smoother transition to Motus.
• If you prepared early: If you successfully updated your file and verified your active FMCSA Portal account before the shutdown, your transition into Motus should be smooth because your data is already prepared.
• If your portal was not updated in time: The process will be slightly different. You will have to manually verify your business and identity through the new security gateways to claim your existing USDOT number.
How to Claim Your USDOT Number
If you would prefer to claim your USDOT yourself, here is what you can do:
1. Access Motus: Once active, go to the new Motus portal and log in using the exact Login.gov email address that was tied to your designated Company Official in the old FMCSA Portal.
2. Prove Who You Are: You will be required to pass a strict identity verification process. This may involve using a QR code or facial scan to verify your identity.
3. Use a Representative (Optional): If you prefer not to navigate the digital setup yourself, you or an entity representing you, like Sky Transport Solutions, can assist in verifying your company online to ensure your authority stays active.
The identity verification is a new addition to prevent fraud and identity theft.
How to File a BMC-91 (Proof of Insurance)
One of the first features integrated into the new Motus portal is an updated, secure process to ensure your insurance is properly registered. Form BMC-91 provides proof of public liability insurance.
If you or your supporting insurance company need to file a BMC-91, here is how the new workflow looks:
1. Access the System: Ensure you are registered as a "Supporting Company" within Motus. Log in to your Supporting Company account via Login.gov.
2. Initiate the Filing: Navigate to your dashboard and select Initiate a New Filing. Choose Financial Responsibility Filing, then select Create New Filing.
3. Identify the Motor Carrier: Locate the specific entity you are filing for by searching their exact USDOT Number or their Business Name. Carefully review the entity info on the screen to ensure you are filing for the correct carrier.
4. Submit and Verify: Enter the active Policy Number associated with the carrier's insurance. Once you submit and verify the information, you will be automatically redirected to your "Manage Filings" page, and the BMC-91 will be officially logged.
